Section Chief, Brownfields Redevelopment Section
Tracy became the Section Chief in April 2026 for the North Carolina Department of Environmental Quality Brownfields Redevelopment Section. She began as a Project Manager with Brownfields in 2004, became a Branch Head in 2015, and has over 22 years with the Brownfields Program. Tracy started out managing EPA grant projects and working closely with Councils of Government. She has managed an extensive number of projects with a variety of complex yet fascinating issues and beneficial redevelopments. These projects have addressed soil, groundwater, and vapor intrusion (including methane), as well as vapor intrusion mitigation measures and monitoring. Tracy oversees the Section with more than 300 properties in the Brownfields Agreement development stage and the stewardship of over 800 properties with recorded agreements. When it comes to our Section, I am proud to have the opportunity to work with and lead such an incredibly talented group.
Tracy came to DEQ with more than a decade of consulting experience for the public and private sectors. There, she was a project manager for large-scale corporate remedial projects from assessment through design. These included elaborate compliance, operations and maintenance programs such as dual-phase extraction and advanced oxidation treatment. She also conducted numerous Phase I ESA’s and comprehensive site assessments. Tracy has a Bachelor of Science degree in Environmental Science with a minor in Chemistry from Nazareth College.
