Environmental Protection Specialist

 

James is responsible for identifying, inspecting, and ranking orphaned oil and gas locations to consider environmental compliance requirements. Environmental assessment projects are performed with the goal of preventing, minimizing, and mitigating environmental impacts and to protect public health, safety, welfare, the environment, and wildlife resources in Colorado. Remediation of spills and releases identified prior to or during well-plugging activities, flowline abandonment, decommissioning tank batteries and production facilities is necessary to cleanup historic spills or releases to meet Table 915-1 cleanup concentrations or levels. James prepares procedures, bids work, oversees environmental consultants and contractors, and manages projects in the field to demonstrate environmental compliance is met while ensuring contracting and procurement of public funds used for environmental projects is in compliance with the state’s fiscal rules.

James joined the COGCC in 2019 as an Oil and Gas Location Assessment Specialist where he reviewed Form 2A applications for new oil and gas locations or modification of existing oil and gas locations throughout Colorado for compliance with COGCC rules protecting public health, the environment, and wildlife resources. Prior to coming to work for the COGCC, James was an environmental consultant for 28 years performing environmental assessment, remediation, and compliance work for oil and gas clients as well as for clients in a wide variety of industries in Colorado and other states. James graduated from Colorado State University in 1991 with a Bachelor of Science degree in Geology, and is a licensed professional geologist in Wyoming, Utah, and Texas. James grew up in Colorado.
